I'm pretty sure the change from Bi-Xenon to the Xenon with Halogen high beam happened mid 2004 as the WIS/EPC seems to indicate. If you look at eeuroparts for example it shows a change in the fitted part at chassis #41050461/41050462 (sedans) and 46015226/46015227(convertibles).

All other lights are working with no issues. Car display shows that both the left and right low beams are inactive. I keep reading about a ballast that supports the HID replacement bulbs.

Those bulbs are easy to get to. You can always put a working one from one side into the side that is not working and you can see if it is just the bulb. If just the bulb is burned out you should have a warning that pops up. I did. Sent from my iPhone using Bimmerfest. 2008 X5 E70 4.8i M-Sport.
well the gas and minerals are enclosed in only that small area in the middle of the bulb. in theory it could crack anywhere else and still work. i'm guessing the crack was making the light reflect weird so it looked like the highs were on all the time, and that's why the changing of the bulb fixed the issue.
